Both are austenitic chromium-nickel-molybdenum steels. The molybdenum is what separates them from 304 and improves resistance to salt and moisture. When a supplier says surgical steel without a number, ask which one.
Nickel is part of the alloy in both 316 and 316L. Surgical in this context refers to corrosion resistance, not to allergy safety. Any nickel-release claim needs a test result against a named standard, not a material name.
Implant-grade steel is defined by separate material standards with their own testing requirements. Fashion jewelry described as surgical steel is not automatically implant grade, and the two should not be used interchangeably in retail copy.
